Lighting legislation, a failure to deliver sustainability
Legislation is a burden in practices. It is particularly difficult to bear when it feels that it does not achieve its intent. This paper will demonstrate how legislation could be drafted to be effective, and give a basis for campaigning for better legislation. For those who want to oppose existing legislation or want to campaign for new, better legislation this paper will provide some interesting ideas.
